The film opens with Eleanor Falco (Shailene Woodley), a beat cop, being dispatched to Baltimore to look into a series of shootings that have occurred during the New Year’s Night fireworks. As one of the first police on the scene, she is swiftly recruited by the FBI’s top investigator, Lammark (Ben Mendelsohn), to help identify and track down the serial killer. Why? Since her “tortured psyche” has been so widely reported.

Damián Szifron wastes Shailene’s talents by writing a one-dimensional character like Eleanor. The storyline may be subpar, but Ben Mendelsohn’s magnetism as the lead FBI agent more than makes up for it.

Grey pastels decorate the screen as the FBI team goes in search of false leads as the shooter causes more mayhem in the city. It’s frustrating to watch the uniformed heroes waste time and energy on fruitless leads, which prevents the audience from caring about their pursuit of justice. Yet, the cinematography by Javier Juliá does a respectable job of convincing viewers to stay engaged.

Eleanor’s suggestion to interview former military personnel who are experts with sniper rifles comes about halfway through the study. It’s puzzling that it took so long for the expert to figure out what the average moviegoer will realize within the first few minutes. A clue leads Lammark and Eleanor to the killer, who shares characteristics with the notorious Unabomber, Ted Kaczynski. This is followed by a sloppy climax where the characters’ actions and motivations are murky.

The tendency to injure oneself is nearly a running theme in this picture. It fails to offer a clear critique of the care mental health patients in the United States receive and is inconsistent in how it handles characters with mental illness.

Is this a political statement on gun violence in America or a call to look at the offenders with sympathy? Even after two hours, it is unclear what the filmmaker intends.
