Roberto, a low-income single father of two in Tegucigalpa, Honduras, is approached by Giselle, a former beauty queen. She proposes that he have Miguel and Roco, his young children, sign child modeling contracts. He agrees and offers to drive them to the photo session. When he goes back to get his kids, they’re already gone. It turns out that the kids were bought and sold for sex labor.

Tim Ballard works as a Special Agent for Homeland Security Investigations (HSI) in Calexico, California, where he makes arrests of people in possession of or selling child pornography. His personal life has suffered greatly due to his job, and things only get worse when fellow agent Chris points out that despite their best efforts, they have been unable to prevent any children from falling victim to child predators. This is because the vast majority of them are located in countries other than the United States, but Tim still remembers what Chris said. He impersonates a pedophile in order to communicate with the predator he captured, Ernst Oshinsky. After earning Oshinsky’s confidence, he arranges a meeting with a victim of child trafficking and ultimately manages to get the man who bought Miguel, Earl Buchanan, into custody.

Tim saves Miguel, befriends him, and presses him for clues about where the other kids could be. When Tim finds out that Miguel’s sister Roco hasn’t been found, the young child begs him to find and rescue her. Tim helps Miguel get back to Roberto, but not before Miguel gives him the Saint Timothy necklace his sister had worn. Tim decides to locate Roco and winds himself in Cartagena, Colombia. He talks to Vampiro, a former accountant for a drug cartel who is now trying to protect kids from being used in prostitution.

Tim comes up with the idea for the sting operation to acquire many of Giselle’s children after reading about the closure of a child sex club in Thailand. Vampiro recruits a police officer named Jorge from Colombia and a wealthy man named Paul to assist Tim in his objective. Frost, Tim’s superior at HSI, is unable to fund the operation and requests that he return to the United States. Instead of giving up the hunt for Roco, Tim resigns from his job.

Frost successfully lobbys the U.S. Embassy personnel in Colombia to help in Tim’s rescue. They manage to liberate all of the conspirators after an undercover operation in which they convince Giselle to sell them 54 children, but Roco is not among them.

Jorge learns that Roco was sold to the Revolutionary Armed Forces of Colombia, who are firmly established in the Amazon natural zone, after questioning one of Giselle’s colleagues. Because the area is entirely uncharted jungle wilderness and any rebel territory is a no-fly zone for the Colombian government, Jorge tells Tim that they would never be able to rescue the child. Tim gets the notion to masquerade as doctors when Vampiro advises that they be permitted into the region for medical purposes. Jorge gives his reluctant approval to the potentially dangerous procedure. When Tim and Vampiro try to infiltrate enemy territory with a disguise, the rebels only allow one of them in, forcing Tim to go in alone.

Intimate sex slave to rebel leader El Alacrán (“the scorpion”), Tim infiltrates the enemy camp where Roco is being imprisoned and finds that she and the other captives are forced to mash coca leaves to manufacture cocaine, which funds the rebel battle against the Colombian government. Tim has to kill El Alacrán to rescue Roco, and the rebels chase and shoot at them, but he manages to get Roco to safety. He returns the jewelry Miguel had given him earlier. Roco is returned to her family in Honduras, where she will live with her father and brother.

An afterword reveals that Tim Ballard spoke before Congress, and that his testimony led to legislation mandating US government cooperation with foreign governments investigating sex trafficking. In addition, the conclusion asserts that there are more slaves today than at any time in history, including the heyday of legalized slavery.
